As the topic states do we know the date when Scars is going to be tournament legal?

Isn't Sword of Body and Mind legal now? Since it's been printed? (that is, for Legacy and Vintage)?

Yes, Sword of Body and Mind is currently legal in Legacy and Vintage.  It became legal as of the release date of FtV:Relics.  Anything appearing in Scars that was already printed elsewhere can already be legal in a format based on that previous printing.

Is there an official statement that differentiates between the legality of certain printings for cards before sets are released? In other words if there is a difference between the legality of certain printings what are they? Obviously if all of these early printings are legal you can ignore my question. :S

There is a corresponding entry for Legacy.  Any cards from Elspeth vs. Tezzeret are legal in vintage and legacy as of the release date of that product.
