Okay, so I know how this will sound but I'll try it anyway.
With frantic search unrestricted, and snapcaster mage printed, would it be possible to build a vintage high tide deck?
Would it run manadrain or cunning wish? Would it be possible to keep it mono blue?

I fixed your post...and the answers are "No, irrelevant, irrelevant" in that order. Other than that it wouldn't be competitive, what would be the best way to build it nonetheless?

That obviously depends on your meta, but with Mindbreak Trap, Flusterstorm, and Mental Misstep all popular at the moment and able to disrupt you heavily, I'd recommend adding a strong cheap counter suite - Force of Will, Mental Misstep, whatever else you feel is right for your deck, and personally I'd probably add in an Erayo, Soratami Ascendant or two as well, but that's just my opinion.  Also, I'd probably keep it mono blue if possible, to avoid Wasteland effects and allow you to go off as quickly as possible, but a splash of black would give you access to tutors and removal, so that could be worth thinking about too. I can't imagine a format more hostile to a High Tide deck right now than Vintage in Q4, 2011. With all the cheap counters and efficient artifact hate out there right now, I can't believe this deck would work. It's a shame. High Tide is cool. But it would just get blown out right now.

Fixed that for you. This is Vintage. What's Aggro? I see you are not familiar with the Poopdeck Express.  The particular aggro deck in question was my Animar RUG build. So, hey, at least you got that matchup covered, OP.

Let me know how this goes. I don't think its good enough but its a start. I'm not sure of the importance of black, vamp and mystical + probe.
In the past I have tested explore, lotus cobra, summer bloom. I really like them all, just I think doomsday or ecw would be strictly better.
This deck is going to have some problems against shops. As of now there is no md hate and is specifically designed to combat blue with mm and fluster. So let's put like 3 steel sabotage, 2 hurkls, and 2 basics.
I have yet to test repeal+exploration. I think it could be good.
