Not experienced at posting pictures so giving the text.

Increasing Confusion UX

Sorcery    Rare
Target player puts the top X cards of his or her library into his or her graveyard. If Increasing Confusion was cast from a graveyard, that player puts twice as many cards into his or her graveyard instead.
Flashback UX

The Flashback really suits Dragon kills, all you need to do is put it into your graveyard, I still like Oona better (as she deals with Eldrazi better), but for at least there is another consideration.  It certainly could have other uses too.

Seems pretty awful compared to other options.

It gets hit by REB, so if you combo and your opponent only had that counter, you dump your hand and deck and get your kill condition countered.

It's also not a reanimation target like Oona is, and does pretty much nothing when hard cast.

I'd stay it's on Devil's Play's level.

Flashback UX
In other words, you still have to reanimate something that's not a Dragon.  I guess this isn't completely awful in a build with Bobs...but it's not compellingly better than Oona.

you could use it with lab maniac as your kill....but what does this help dragon do better than read the runes+Oona?

It's because the card serves both purposes of read the runes and Oona rolled up into one that its interesting. It frees up a slot. I don't know if its better but its by no means janky. Warrants testing.

It might be interesting in Tyrant Oath, where it kills from the grave without needing Reclamation.

This is a sorcery, you can't use it midloop.

Also, Read the Runes digs for cards and discards your Dragons and junk in hand, and sacs things you don't want in play, and is instant. This card does none of that, baring hitting a Dragon on the top of your deck if you're lucky.

Lab maniac by itself as a win condition in dragon warrants testing.  This card is just bad.  If you want to use it as a kill you have to stop the loop.  if you have to stop the loop oona or eternal witness is better.  if you want to kill with a spell, mental note-->stroke of genius is better. if you want to dump cards into your yard read the runes is better.
