So, as it works with an evoked Mulldrifter, can I Ghostly Flicker my Phyrexian Dreadnaught to make the CIP sacrifice effect fizzle?

Artifact Creature — Dreadnought
Trample
When Phyrexian Dreadnought enters the battlefield, sacrifice it unless you sacrifice any number of creatures with total power 12 or greater.

Instant
Exile two target artifacts, creatures, and/or lands you control, then return those cards to the battlefield under your control.

When Phyrexian Dreadnaught enters the battlefield, the triggered ability goes on the stack.  This triggered ability refers to that Dreadnaught specifically.  If you respond to the triggered ability by Ghostly Flicker on the Dreadnaught (and something else, requires two targets), then during resolution of the ability the Dreadnaught will enter the battlefield again, as a new object.  This will cause the Dreadnaught's triggered ability to trigger again.  This ability refers to this new Dreadnaught specifically.  When it resolves, you'll do some sacrificing.  Then, the original Dreadnaught trigger will resolve, but the Dreadnaught it refers to is no longer there, so if you don't sacrifice 12 power worth of creatures, the Dreadnaught it tells you to sacrifice won't be around anymore, so can't be sacrificed.  (Note:  The trigger does not "fizzle."  The trigger resolves, and does as much as possible.)

End result, you'll still have to do some sacrificing.

Just to expand on the above, the reason Mulldrifter works differently is because the ETB sacrifice is conditional (it only goes on the stack if you paid the Evoke cost). As Clariax explained above, when you Ghostly Flicker your Mulldrifter, the game treats the card that comes back into play as an entirely new object. In this case, that object has not been cast by paying it's Evoke cost (it's mana cost has not been paid at all), so there is no new trigger generated placed on the stack.

It may help to contrast both of Mulldrifter's ETB abilities to remember the difference.
1. Evoke is conditional, and using Ghostly Flicker causes the trigger condition to no longer be true.
2. Mulldrifer's first ability is NOT conditional, so Evoke->Ghostly Flicker will generate two draw triggers (for a total of 4 cards). Dreadnought's ETB ability is also unconditional, so it parallels this ability more closely than Evoke.
