I could easily see this guy in Legacy with Lion's Eye Diamond and Flash Back cards.

Vintage? Not so much.

Faithless Looting and Rituals seems decent with this guy but it's too cute to make a difference in any Vintage decks unless it is as a 1 or 2 of randomly.  Wouldn't surprised if it ends up being broken, but I doubt it will be right now.

This guy seems solid, but you're gonna need a dedicated list to play him.  I don't think turning your Draw 7s into Draw 8s are really worth it.  I also think we're beyond using Hellbent creatures to win in R/B decks.

That said, this guy seems worth a look for suiblack.  Consider a shell like this:

Accell - 6

4x Dark Ritual
2x Cabal Ritual

Beatsticks - 20

4x Flesh Reaver
4x Phyrexian Obliterator
4x Nantuko Shade
4x Vampire Nighthawk / Hypnotic Specter

Discard - 8

4x Chain of Smog
4x Hymn to Torach

Card Advantage - 8

4x Blood Scriviner
4x Dark Confidant

Lands - 18

18x Swamp

I mean, that actually could be legit scary.  That kind of deck will reliably nuke your hand while running out a problem, and then refill very quickly with it's draw dudes.

I dunno, chillin out with all the other good cards printed since 1998 that I didn't stick in this suiblack shell.  I mean, for petes sake, I used Flesh Reaver yo.

I tested it in a deck with 4 bobs, 4 scrivner, demonic consultation, vampiric tutor, and then....

4 vexing devil
4 lightning bolt
4 rift bolt
4 incinerate
4 goblin guide
4 shrapnel blast

8 b/r duals
4 vault of whisper
4 great furnace

2 mox, 2 petal/lotus

Just straight burn with 8 1 sided howling mines that can attack.  Fun and fast.  Scrivener is awesome even with bob cuz most time w/e you pull off bob during upkp you can just hit opps face with it, then draw 2 more during draw step off scrivner.

I like that shell it would probably make a fun legacy deck actually if you took out all the restricted card that are banned in legacy.

Been thinking a little more about this guy.  He wants you to empty your hand, draw cards, repeatedly in the same turn.  That naturally implicates storm combo, like Mmceach suggested, but I wonder if he has utility beyond that.

Okay, so you don't want him dropping turn 2 because he won't do diddly for awhile in most decks.  He's a fine topdeck when you're digging for answers, though.  So probably a 3-of in some deck. 

He plays very badly with Bob, so you might not want both in the same deck.

He's balls with Dangerous Wager, because drawing 3 is better than drawing 2, but you better have a deck built to abuse wager, then.  Some sort of yard recursion. 

He's fine with draw 7s, but the eighth card you draw probably isn't as meaningful when you're also refilling your opponent's hand.

He's also fine with Faithless Looting and Brainstorm, etc, but again, only in topdeck mode.

He could be cool with Bottled Cloister, if you had a way to draw cards using a permanent effect in play.  Say, Temple Bell or something.

You want cards you can barf out cheaply, because otherwise he turns off quickly.

So, considering all of this, he lives in an aggressive deck that empties its hand quickly and wants to keep the gas on and either doesn't want to run Bob or needs Bob effects so badly it is ok with having dead draws later.

Along these lines, I think everyone in this thread has already hit the three archetypes this guy can function in:  Burn, storm, and suiblack.  I don't think there's much else you can do with him.  Of those lists, I like Serra's build (for legacy) the best.  But perhaps we can improve it a bit by splashing Boros Charm:

(Gasoline = 7)
4 Bob
3 Skelebob

(Fire = 28)
4 Lightning Bolt
4 Chain Lightnint
4 Rift Bolt
4 Lava Spike
4 Bump in the Night
4 Fireblast

(Road = 16)
4 Bloodstained Mire

7 Mountain
1 Swamp

(Oil = 9 + 15 sideboard = 24 slots)
Focused on shops, since that's gonna be the worst matchup.
4 Shattering Spree
4 Ingot Chewer
Gotta stop blue combo decks.
4 Null Rod
4 Red Elemental Blast
Gotta stop dredge.
4 Leyline of the Void
4 Ravenous Trap

Something like this actually seems legit dangerous.

I like the core, but cards like faithless looting are needed. Not just because it reads "draw 3, discard 2" when hellbent, but also because lands could get stuck in your hand and thus not allowing hellbent, or just the opposite, opening with just 1 or 2 lands, so faithless digs for more mana sources.

jagged poppet also fits quite nicely with this guy. helps getting hellbent and it's terrific if unblocked, staying out of bolts and trading for golems.

What about this guy in a storm deck with rituals and Stars/Spheres? "1: Draw two cards" sounds pretty saucy. I guess the problem, as always, is resilience against shops...

I wonder if this guy could fit into menedian's bob/gush deck. Sure that deck drew a lot of cards but it also could vomit it's hand whenever. I think that the life loss being both low and highly controllable make for an interesting deck building choice.

Edit- Dragon or the "minus six" would also be a great choice. (The deck would, of course, be called "Minus Sixless Minus Six")
