This is just about the cheapest that this ability has come, and it's attached to a 2/2 body for 2.  Being able to untap lands/moxen to generate mana early/mid-game, and untap Time Vault late game makes for a nice package.  And as a bonus it can give Vigilance to a larger creature you might control, like Tarmogoyf.  It also provides extra activations of Deathrite Shaman, if you have one.

Obviously being UG makes this most consistently a turn two play, and you don't start getting benefits with it until turn three in that case, but I think the versatility is nice.

Well, admittedly there are only a few decks playing Deathrite and Time Vault right now.  Looking at Kevin Cron's Eternal Weekend deck though, I think you could trim the Mana Drains down to two, and move the Toxic Deluge to the sideboard to get two copies of this guy in.  Since Kevin's deck is four colors the mana-fixing ability of this guy is valuable, though on the other hand Kevin is using City of Brass to fix his colors, so you may incur extra pain.  You could potentially swap out the Mox Pearl for a third copy of this guy there too, since that's the Mox that just makes colorless for you.

I actually think a good spot for this dude is in merfolk.dec.  Just add timevault, replace a couple lesser fish with this guy.  Swap 4 islands for 4 tropicals and you already have caverns.  Then you get 2 mana beefy fish (with lords), that can untap for combat tricks until you get time vault (I'm sure some tutors can be used for it somehow).  I'd cut a couple silvergils and 2 other things for 4 of this guy...then 1 card for TV and 1 card for a tutor...muddle the mixture most likely.  If they kill the vault, just swing with your 2cc 5/5s.

A few years ago I put Time Vault in a Merfolk deck on a lark because I didn't want to play Null Rod and it was pretty good just with Merrow Reejerey.  Putting a cantrip and untap onto each creature you draw was good, and this guy would add the potential for infinite turns without the drag of Voltaic Key.

Also, two of this and Wake Thrasher makes for an infinite-sized beater, just saying.

Can't Reejerey already abuse vault without having to change your mana base?

This is certainly an interesting card though, it might find a home somewhere.

I don't really think this is that good in Merfolk.

That being said, I think it's actually a pretty decent card. It's another Voltiac Key that beats for 2, but it does have summoning sickness, though in exchange for that it's allowed to untap anything instead of just artifacts. Yes, it does require other cards to be more than just a bear, but it can untap that Academy or Library, in addition to that Top or Vault. Additionally it pitches to Force.

The one thing that really bugs me is that flavour text, it's just kind of lame after we already got Thassa as a card :/.

Could be used in some "Green sun's zenith" Time vault deck. One of these, along with deathrite shaman, dryad arbor, and possibly trygon predator/Edric spymaster/scavenging ooze sound like a decent toolbox. But then again, what would you cut from the average control list?

This thing untaps Tolarian Academy / Gaeas Cradle and is on color for crop rotation.  It lets you play a ramp deck without shitty mana elves.

Are there any lands that come into play tapped that would be particularly saucy if you could use them ASAP?

I guess every green creatures deserves more consideration due to green sun's zenith out there.

It is tough for me to see time vault going into a creature based deck, if you have 4 GSZ and 1 KF you have 5 slots of access to an untapper.  The combo gets killed by all the artifact hate and all the creature hate, so that is a downside. 

The suggestion of gaea's cradle and academy are also great ideas.  In my snap reaction I didn't even think about the interactions with those cards.

The one that comes to mind is Boseiju.  But it would have to be for a game-winning instant or sorcery that you simply can't wait for.  And your I-win-with-a-sorcery deck would have to have Boseiju and this creature in it.

I think the value plan with untapping mana until he starts untapping Time Vault is the way to go, personally.

Edit: It also untaps things like Mana Vault, or Sol Ring and Mana Crypt for large amounts of colorless.  I think pairing it with Tezzeret the Seeker is a possibility.

A few too many working pieces so very much a pet deck idea but what about UG Elfball with this, Glimpse, Intruder Alarm & Cradle/Academy. I'm not sure that with the new legendary rule you'd actually need a system to untap your Cradles as you can chain Crop Rotations/drawn Cradles together for mana however at some point you will run out of land drops.
