With this card in play, do Mishra´s Workshops work as a Permanent Black Lotus with ANY CARD IN YOUR DECK?

Does it work this way, or the cards in your hand are not considered as artifacts when played???

The Lattice only turns Permanents into Artifacts.

Cards in your hand and spells on the Stack will not be artifacts due to the lattice (except of course it really is an Artifact).

You can still only spend Workshop mana on Artifact Spells only.
