Alright, this deck is a new project I have started, and currently trying to make a smooth playbke deck:

4 Duress
1 Mind twist

2 Zuarn orb
4 Land tax
1 Planar birth
2 Soldevi digger

4 isochron scepter

4 Argivian find
4 Swords to plowshares
4 Orim's chant

1 Demonic tutor
1 Vampiric tutor
1 Enlightened tutor
1 necropotence

2 Decree of justice
 Twisted Evil
1 Sol ring
4 Dark ritual

2 Bloodstained mire
4 Scrubland
7 Plains
6 Swamp

I think this is pretty much K-Run's Evil Parfait, 'cept you've dropped the Scroll Rack "white Necro" engine and added an extra 'Digger.  I'm not sure how useful Mind Twist it.  Have you considered Vindicate or Tithe?

hmmm.

ok, i see where you're going with this.

summary:
slow them down with Duress and Mind Twist. Get a Scepter out with Orim's Chant on it to take control of the turns. Stay alive with Zuran Orbs, and use Planar Birth to get your lands back after using the Z.Orb.

Use Swords to remove immediate threats, and possibly put a Sword on a Scepter. Use D.Tutor, V.Tutor, and Necro to get what you want or need.

Kill with Decree Tokens.

My Opinion
I think that you put the Argivian Find's in so that you could get Scepters and Zorbs back from the graveyard (in the event they were destroyed).  I think this doesn't fit well with the deck, because if you get a Scepter out with a Chant, you should be ok (theoretically).  This would free up some room for "better" cards (coming up) by which i mean either Threats or Card Drawing.

The Enlightened Tutor seems to be there for the sole purpose of fetching a Scepter, and i think you've wasted that slot.  Same with the Soldevi Digger.  You're too afraid that you're going to lose a Scepter, and you want to get it back.  You can free these slots up for other cards (again, coming up).

Your deck is really White with a Black splash, so the Bloodstained Mires should be swapped for Flooded Strands, even though the picture on the Mires is better than the Strands...this is because you can fetch 11 lands vs. 10, and actually get a Plains if you really need one.

I don't think you need the Mind Twist, even though it's an awesome card.  What you really want to do is control what the other person does, not necessarily strip their entire hand.  You want be a surgeon with this kind of deck, not someone with a shotgun.

So, i suggest you cut the following cards from your build:

-2 Soldevi Digger
-1 Enlightened Tutor
-1 Mind Twist
-4 Argivian Find
-4 Land Tax (you dont really need this. Your mana base is ok, though i think you should add 2 more fetch lands. See below for details)
-1 Vampiric Tutor (bad synergy with Necro, because it costs you 2 life. You would be unable to draw 2 cards off Necro, plus the Vampiric would be a lost card.  That's like a 3-card loss with Necro on the table).

total: 13

and add the following cards:

4 Cabal Therapy (for more control than Mind Twist)
4 Phyrexian Negator (THREATS)
2 Disenchant (works on a Scepter and can get rid of Null Rods)
1 Decree of Justice (3 is better in your build)
2 Skeletal Scrying (you need to draw cards, and these will act like Necro #2 and 3)

I think you can drop 1 Bloodstained Mire, a Plains and a Swamp, and add 3 Flooded Strands.
 
Vindicate is also a good option for your deck, since it can act as overall destruction using the colors you play.  My only concern here is that the card cant be imprinted on a Scepter the way Disenchant can.

it looks like it would be fun to play, and could pull some interesting victories.
