It's against fish. NoSB is GG against most fish builds and fish is still played here in italy.

I've seen some players splashing red and using kumano as a win condition. He can take care of platinum angel, win with an ankh on the table and at worst he can be reanimated to kill welders.

Some notes:
1) I live in Italy; this means a lot of workshops, TPS & Dragon.
2) Ankh may be less strong than once was but it's never really a dead card. Moreover it's a way to slow down WDragon (i know they can combo out in my turn but finding a way to do that usually gains me some precious time; I see also a lot of GB WDragon: in this case they have to find out their lone Deed because they can't win at istant speed).
3) Pillar & Null Rod are mostly insurances against TPS, despite being strong cards on their own.
4) I pack a lot of maindeck hate against WS decks. Shamans take care of any kind of chalice. Even if Chalice for 1 hits play before shaman or vandal i have 3 maindeck ways to get out of the problem. I think you undervalue Goblin Vandal: if they have a 7/10 out they can't use it to attack you; if they attack simply crash it next turn with your vandal (they shouldn't have blockers).
Viashino Heretic is slow, i know that, but it's really too powerful to leave him out. You have enough spells to survive until he gets online, and if it's online you have won.
5) I suggest you to consider magma jet as a viable burn spell because its scry ability is really strong for a deck with no manipulation.
6) I'd like to get some Fractured Loyalities in my side. I need them not mainly to deal with DC (Heretic is just fine against a DC) but against other fatties (like dragon's verant forces).
7) The deck wins against fish (the only deck i played a good number of matches against [i went 13-4]).

You play 2 Empyrial Armor & 4 Empyrial Plate; isn't a good idea having also 4 land taxes or at least some skullclamps?

I prefer incinerates over chain lightnings because they are istants, and this is more relevant than the higher cc.
I don't like wheel because a lot of times will help your opponent more than you.
Ah, you should have 4 boas.
Personally I prefer null rod over SoFI, but that is probably a meta choice; I play 3 rancor, but having you 3 sofi they're not needed.
I like a lot lavamancers; try them they're really strong against lot of decks; moreover you shouldn't have problems feeding them ( 5 strips, 4 fetchlands, 8 bolts, 3 naturalizes...).
