Has anyone considered running straight W/B? This seems very strong right now. With only two colors you can run 2-4 Ghost Quarter on top of Waste/Strip and not need to run fetchlands at all. There's definitely enough two-drops now to support it. (Bob, Kataki, Arbiter, Sculler, Believer, Grunt) With Mindcensor, Null Rod, Arbiter, and 9 strips your mana denial is exceptionally strong. Unlike G/W a W/B deck has much better odds of disrupting the opponent on turn 1, because it has Thoughtseize. This is pretty important vs. storm decks.
I don't believe that Black/White has the overall power to work, but if I had to design such a deck to be as controlling as possible it would look something like this: Black & White Cookies Land (21): 4 Scrubland 2 Godless Shrine 4 Plains 2 Swamp 4 Wasteland 4 Ghost Quarter 1 Strip Mine Artifacts (10): 1 Black Lotus 1 Lotus Petal 1 Mox Jet 1 Mox Pearl 4 Null Rod 2 Dispeller’s Capsule Creatures (20): 4 Dark Confidant 4 Tidehollow Sculler 4 Leonin Arbiter 4 True Believer 4 Aven Mindcensor Sorceries (4): 4 Thoughtseize Enchantments (1): 3 Serenity Instants (4): 4 Path To Exile SB 4 Leyline of Sanctity 4 Leyline of the Void 3 Pithing Needle 3 Serenity 1 Dispeller’s Capsule The thing this deck really lacks is a clock. That would be my #1 reason never to play it. If there was an efficient clock in B/W that also disrupted a bit (ala Qasali Pridemage) I'd leap at the chance to design around these 2 colors. Alas there is not. . . yet. -Storm This is similar to what I came up with. I have Serenity in the SB because there are way too many maindeck artifacts for that to be good, and I run Samurai of the Pale Curtain. This card is seriously underrated right now, remember it can trade with Workshop creatures. 4 Scrubland 4 Godless Shrine 4 Caves of Kolios 4 Wasteland 4 Ghost Quarter 1 Strip Mine 1 Black Lotus 1 Mox Pearl 1 Mox Jet 4 Null Rod 4 Dark Confidant 4 Tidehollow Sculler 4 True Believer 4 Leonin Arbiter 4 Samurai of the Pale Curtain 2 Kataki, War's Wage 2 Aven Mindcensor 4 Thoughtseize 4 Swords to Plowshares SB: 4 Leyline of Sanctity 4 Mana Tithe 2 Tornod's Crypt 1 Kataki, War's Wage 3 Serenity 1 Aven Mindcensor The Mana Tithes in the SB are something I'm trying out, they're really good against storm combo and I can't emphasize enough how ridiculous they are against Workshop decks on the play. Workshop decks don't have many openings that don't get hosed by Mana Tithe because Workshop mana doesn't pay for it. It stops Workshop, lock piece, or land, mox, sphere. If they play Workshop, Mox you can just counter the Mox, or depending on what is in your hand let it resolve and try to hit a 5/3 with Tithe. To get around it and do anything on turn 1 they basically have to open on Ancient Tomb + Mox, and even against that you can still hit Metalworker or Crucible.

You cannot run three colors along with 9 strips and arbiter. The mana will never work. You need every non-colorless land to produce all your colors to work 9strip aggro.
Mana tithe is a consideration vs. shops that's also good vs. the rest of the field. The main issue is while it's absolutely amazing on the play, (Shop decks have few openings that don't get utterly destroyed by Mana Tithe because Shop mana doesn't pay for it) it really sucks on the draw.

Trygon is not an instant or sorcery, the effect isn't copied.
As far as comboing, you could Repeal one of the tokens for U and get two cards for the two 3/3 tokens. And Repeal is not a card that sucks without having a Golem around.

I personally think Pridemage, Tarmogoyf, and that 2cc green hybrid that makes spells uncounterable for (R/G) (the name escapes me right now) are far better cards than anything you can get out of blue. Since running a three color Fish deck with both Arbiter AND 5 (let alone 9) strip effects will probably never work, my instinct would be to drop blue, at least in the maindeck. Green also gives you Ohran Viper, which is pretty good right now as a card advantage engine as people are starting to gravitate back to Leviathan as their Tinker target of choice because of Jace. If you play Noble Hierarch and 4 fetchlands, you can run an Island in the SB and bring in Predators for Arbiters against Shop decks, since they're useless in that matchup anyway. Exalted also lets Fish creatures kill Jace in one swing, rather than letting them Brainstorm twice.
I really don't like U/W Fish. You need a reasonable clock, and to get one U/W has to play crap like Isamaru. You want your creatures to disrupt the opponent, draw cards, or be huge, Isamaru is none of these.

What about Thought Gorger? I found him quite interesting as he can act like a Cephalid Sage when you have a Therapy, but you can also bash faces in with him (okay, GGT can also do so, but this guy had trample). But he's useless for either combo or beatdown when you are low on handcards, so I think he's strange, especially when you play with Unmask your handresources are used up very fast.
Thought Gorger is a good card, but it won't see play in the eternal formats. Plowshares will make sure you won't end up drawing cards, and otherwise you will just get vault/keyd. Besides that, the chances of this coming down with a lot of 1/1 counters is slim for the eternal formats. I do think this has a place in limited though. The trigger is "leaves the battlefield," so you get your cards even if it's exiled. Also, if it's removed in response to the trigger, you don't discard your hand. (It says, "if you do" on the first trigger.)

With this card and Vectis Silencers, there might be enough quality cards to do a straight W/B aggro-control deck in Vintage. Not sure about a list, but you'd start with the 8 Duress effects, this guy, Vectis Silencers, Kataki, Jotun Grunt, Dark Confidant for card draw, and if you need additional card draw there's always Night's Whisper or Augury Adept. Null Rod could also go in the deck, and possibly Sinkhole of Hymn to Tourach. You destroy their hand with discard and then your utility creature effects prevent them from abusing any bombs they topdeck.

I also posted this on SCG, but if iit looks like your opponent will win on the next turn, and therefore you don't have the time to get Time Vault and then use it, you can always just fetch up an endless stream of disruption via this guy while you rebuild the resources you used to get him into play. Get Trinisphere, then Chalice, then Tormod's Crypt, etc etc. I think it works great in a Painter shell because you can use it to throw endless disruption at them while you dig for one of your 4 Painters, and always have that 1 loyalty counter left on it to get Grindstone when you're ready to win.
