The problem is, in my oppinion, people do not understand the need to PLAYTEST stuff before they post it. 3 games won't cut it. 10 won't. 50 will.
I recently with two good, and very skilled players, tested a twist on the Rector Trix deck, and we just very early on decided that we needed to playtest this against the decks that would cause trouble. So we did. I'm not joking when i'm saying we used 25 hours playing Keeper against the deck. Then we had to change one card, and begin again. This is one deck. Add 15 other to that pool and you are getting there. I was, like some others, dissapointed in the T1 discussion, but after that testing, I found glory yet again. The posts in that forum is so well thought-out.
And that is the difference. It takes hours to make a post of the quality they post in there from time to time. The Neo-GAT thread is just a great example of Ric and some others debating everything in the deck. That is what Open needs. People who have more then two goldfish games and a archtype they never worked on won't get far. But testing, considerations, discussing with bright players and understanding the meta will.
And as long as people don't do that, the closed forums are the only place where discussions in that quality exist. Team-Reflection's Show N' Tell day is a good example where Open can't handle that kind of innovation because it lacks the players who dedicate themselves. But there gotta be something for everyone, and I guess thats a reason that both forums exist. And if you are bright enough, you'll be posting in closed soon. But if you ain't been chosen yet, keep posting in improved quality - i'm sure they do their work as well as they do their testing, 'em mods.
