I played with Vhati back in the day when Type 4 was in its formative years.  Let's look at the criteria for a "good" type 4 creature and see if he has ANY of the qualities we're looking for.  I think that most creatures need AT LEAST two of these:

- A decent ability than can be used immediatly (NO)
- A VERY STRONG ability that can be used if the creature loses summoning sickness (NO)
- An ability to dodge removal (NO)
- A strong beater (NO)
- Evasion ability (NO)
- Playable as an instant (NO)
- Morph (NO)
- recurable from the graveyard (NO)
- Multiple useful abilities (NO)
- Flavorful and fun to play, or has MANY sweet combos with other cards in the stack (NO)

based on my criteria, Vhati sucks, he's unlikely to have much of an impact on any game because he comes with summoning sickness and has a fragile body.  The biggest problem with him, IMO, is that his effect really doesn't influence the more important aspects of the game.  So you can drop a creature's power to 1?  Who cares?  The more dangerous creatures are the ones with relevant abilities, not the beaters, and this does nothing to influence that.
