This doesn't look bad to me at all. Especially in a deck like elves, where you have G mana symbols out the yazoo, he's coming down fast as a 4/4, 5/5, etc for just 3 mana and is bigger the later you drop him. The nice thing is when you face a pyroclasm, this guy doesn't shrink (though a hexmage can take him down to size). Overall, a pretty nice vanilla for the cost.
In Vintage, he might find room in a green heavy humans deck - but I see humans as much heavier into white at the moment than green. I suppose the other question would be "is this guy as good as tarm" and the answer is clearly "no". A 4/5 for 2 mana on turn two (not so uncommon) is a beast, and when it can grow further later - all the way up to an 8/9 now! - that's just too good.
This guy looks like a nice effect, and perhaps good in standard, but unplayable in vintage.
