I think I understand what you're after. I just went through my 2 boxes of playable cards that I don't always/rarely sleeve up. I'm pretty sure the following has not been mentioned yet:
- Rebuild
- Sadistic Sacrement
- Hull Breach
- Mystic Remora
- Nivmagus Elemental
- Misinformation
- Meditate
- Annul
- Rack and Ruin
- Leyline of Anticipation
- Leyline of Sanctity
- Barbarian Ring
- Deglamer
- Horn of Greed
- Exploration
- Mindslaver
- Lich's Mirror
- Expedition Map
- Judge’s Familiar
- Mindshrieker
- Energy Flux
- Curfew
- Ideas Unbound
- Visions of Beyond
- Muddle the Mixture
- Spellstutter Sprite
- Negate
- Devastation Tide
- Temporal Mastery
- Ninja of the Deep Hours
- Smash to Smithereens
- Massacre Wurm
- Mind Twist
- Small Pox
- Memory’s Journey
- Archive Trap

I think one underlying intent was to hit at the best cards with potential that are off the radar. New vintage players can look up any T8 report and see the bulk of played powerful cards...but cards like maelstrom pulse, portent, devout witness...are extremely good and yet are often completely off the radar.  Since this menendian list seems to be the go-to for vintage playables and there are several best of threads, perhaps this is best revamped as "underplayed best ofs?" That would get at the innovation I was truly hoping to encourage.

Cards like portent, devout witness, and pulse are really not "extremely good" in vintage. They either don't do something high impact enough, are cost prohibitive, or are corner case playable in specific decks/metas. A lot of the cards on the list are cards that just aren't good enough right now, or saw play this one time in some random deck that wasn't quite good enough. Others are just complete no-brainer staples. I really wouldn't put wheel of sun and moon in the same universe as JTMS, so its very odd to me to put them on a list of cards entitled "the best of the best." A lot of the card there are debatable playable at all, and some I would even call bad.
In all seriousness, maybe you should delete the obvious staples from the last and rename it: the 'this might be the borderline playable card that you're looking for' list. Or the a list of hidden gems or something.

Okay - I changed the title to be more suitable to what I was hoping to get.  Thanks all for the feedback and help in focusing the list.  Let's focus on the best unplayed cards.  A brief explanation of why they are deserving of a look in vintage is good too.

This list is looking pretty good now.  Hopefully it's different enough from existing lists and will help achieve the goals stated.  I wonder if anything on the list is too commonly played and should be axed.  If anyone wants to add more, a suggested use or reason it might have potential would help to make decisions on its inclusion.

Diabolic Intent really needs to be up there.

It is so good, my friend Socrates always fit one in is Grixis Control and it works like a charm.

Thought of a few more. Some of these would only worth it if you're on a budget.
Gamble
Chrome Mox
Mox Diamond
Diminishing Returns
Elvish spirit guide
Stoneforge mystic
Elbrus, the binding blade
Life from the Loam
Entomb
Enlightened Tutor
Aura of Silence
Supression field
Ghostly Prison
Past in flames
Intuition
Commandeer
Master Transmuter
Daze
Squee, Goblin Nabob
Death Wish
Bitterblossom
Academy Rector
Gate to Phyrexia (the only halfway decent mono-black artifact destruction spell)
Kiln Fiend
Aura of Silence
Phyrexian Tower
Emissary of Despair
Dust to Dust
Hymn to Tourach
Academy Ruins
Tolaria West
Muddle the Mixture
Cunning Wish
Unmask
Massacre
Seedtime
I think some cards from Madness, Reanimator, and affinity could possibly be added. Those are fringe strategies but if this is for newer players these are possible budget options (madness less so).
