There are six colorless sources.  It -is- quite common to have U1 out on turn 2.  Or, should you have started with land-Sol Ring, you can now cast both an Impulse and a Mana Leak by the time you have your second land out (assuming blue :|).

Truth is, IRL I run white as my third color.  My build initially had 2 Wishes to begin with and since the field was so aggro heavy in my area I switched to 1 Wish 1 StP.

Cunning Wish will still grab Naturalize (huzzah) or draw, though the critter kill it can grab is not so godly, in this case.  I think even if you're unpowered it's still worthy of one slot--multiples can be questioned.

And Zherbus:  Haven't I suggested this to you about three times, already? >:/\n\n

I've recently been using near powerless gat (I only have ancestral), and it's been doing pretty well, even with the loss of gush.  I did some testing recently and knocked out a few fully powered control and combo decks pretty well.

Several budget decks

//NAME: R\G Beats
        4 Kird Ape
        4 Gorilla Shaman
        3 Dwarven Miner
        4 Blurred Mongoose
        4 River Boa
        3 Masticore
        4 Incinerate
        4 Lightning Bolt
        2 Naturalize
        4 Cursed Scroll
        6 Mountain
        7 Forest
        4 Wooded Foothills
        4 Taiga
        2 Wasteland
        1 Strip Mine
SB:  4 Red Elemental Blast
SB:  4 Compost
SB:  3 Blood Moon
SB:  2 Pyroblast
SB:  2 Tormod's Crypt

This is a good budget deck for those with a meta of mono black and blue-based control. Blastoderms can be subsituted for masticores if they are too expensive for you to get.

//NAME: Ankh Sligh
        4 Ankh of Mishra
        4 Cursed Scroll
        4 Mogg Fanatic
        4 Goblin Cadets
        4 Jackal Pup
        1 Fork
        4 Price of Progress
        4 Chain Lightning
        4 Lightning Bolt
        4 Incinerate
        4 Wasteland
        1 Strip Mine
        18 Mountain
SB:  4 Goblin Vandal
SB:  4 Red Elemental Blast
SB:  4 Pyrokinesis
SB:  3 Pyroblast

Classic budget deck. Cursed scrolls can be hard to find now, but they are simply a must in the deck (colorless damage, constant damage).

//NAME: Gay fish
        10 Island
        4 Mishra's Factory
        4 Faerie Conclave
        3 Wasteland
        1 Strip Mine
        3 Psionic Blast
        3 Null Rod
        4 Curiosity
        4 Standstill
        4 Misdirection
        4 Force of Will
        4 Cloud of Faeries
        4 Lord of Atlantis
        4 Manta Riders
        4 Rootwater Thief
SB:  4 Suq'Ata Firewalker
SB:  1 Black Vise
SB:  3 Nevinyrral's Disk
SB:  3 Blue Elemental Blast
SB:  1 Psionic Blast
SB:  3 Maze of Ith

Beats the snot out of blue based control... does well in a mixed metagame.

//NAME: Pierce.dec
        4 Birds of Paradise
        3 Elvish Spirit Guide
        1 Anger
        1 Genesis
        1 Druid Lyrist
        1 Gorilla Shaman
        3 Squee, Goblin Nabob
        4 River Boa
        4 Blastoderm
        1 Masticore
        1 Dawnstrider
        4 Blood Moon
        3 Stormbind
        4 Survival of the Fittest
        4 Eladamri's Vineyard
        11 Forest
        2 Mountain
        4 Taiga
        4 Wooded Foothills
SB:  2 Elvish Lyrist
SB:  1 Uktabi Orangutan
SB:  3 Gigapede
SB:  4 Spike Feeder
SB:  1 Dawnstrider
SB:  4 Carpet of Flowers

Reigns supreme in an aggro format; does moderately well against blue-based control. 4 MD blood moons mean you could possibly accidently win against some combo.

THIS is what I thought I'd see in a budget deck area. Since when are mana drains "budget"?

That's what I pointed out.  Clearly, those would be Counterspells, but I left them as Drains since bebe had them. :|

Also, your Sligh deck is running a Mountain (18 red sources!? Waste of space without Ball Lightning or Fireblast) in place of Black Vise.

PS - Optimal Powerless/Budget Keeper is best known as Oath. :|\n\n

Keeper can be very viable for the unpowered player. Although running keeper without power is nigh impossible, it isn't hard to build something very functional with the standard 5 proxys allowed at most major tournaments. See my link below to a relatively low budget (mid-low) trinity keeper deck.

I plan on giving a more in depth discussion of this deck in a week or so when I've a bit more time on my hands. Until then...

psychocid -
 I was just trying to stir things up. I am not any kind of an expert on Oath as I've never played the deck (just against it). I just thought it might generate a list which it did. I hope you didn't think i was presenting myself as an expert. I will bow to your experience. I just wanted a decent list for all budget arch types that we could somewhat agree upon. Maybe Zherbus will collate the best of them into a seperate primer.

As for the Stasis deck, it is not terrible. Without Gush it really is hard to invent a new approach.

 On the other hand I do play mono-blue. I like my build. Mana Drains cost me 100 dollars for a set of our Italian. It was one of the few sets I did not sell ( I sold my English ). I consider the mono-blue deck quite affordable as written. And it is one of the few budget decks I would take to a tournament.

Here's an unpowered rectortrix deck I made. Still needs to be tuned in a few card slots, but it's been doing good enough that I think it's a viable unpowered combo deck.

4 Duress
4 Cabal Therapy
4 Force of Will
4 Brainstorm
4 Academy Rectors
3 Illusions
2 Donate
1 Necro
1 Bargin
1 Rushing river
1 Yawgmoth's will
1 Vamp tutor
1 Demonic tutor
1 Impulse
1 Lim-dul's vault
--mana--
4 Dark Ritual
1 mana crypt
1 sol ring
1 lotus petal
1 grim monolith
1 mox diamond
4 U/B fetchlands
1 U/W fetchland
4 Gemstone mine
4 Underground sea
4 Scrubland

The 1 Impulse/Vault was 2 Vaults, but they were too hard to cast consistantly and Impulse was the first card I thought of to replace one.

And here's an oath deck that remarkably like cid's, yet sill quite different.

omgThisIsRedundant.dec

4 Oath of druids
2 Gaea's blessing
1 weaver
1 feeder
1 morphlnig

4 Mana drain
4 Force of Will
2 Misdirction
4 Duress

4 Brainstorm
2 Impulse
1 Demonic tutor
1 Skeletal Scrying
1 Fact or Fiction
2 Cunning wish

2 Pernicious Deed

4 Tropical Island
4 Underground Sea
4 Polluted Delta
2 Wooded Foothills
4 Island
1 Forest
1 Sol Ring
1 Wasteland
1 Strip mine
2 Mishra's Factory

SB:
vamp tutor, naturalize, etc.

I think a budget version of the Tendrils deck might work.  Instead of Moxen, use Ornithopters, Phyrexian Walkers, Shield Spheres, etc.

//NAME: Budget CounterSliver
// Mana
       1 Plains
       2 Island
       4 Windswept Heath
       4 Flooded Strand
       4 Tropical Island
       4 Tundra
       4 Savannah
// Other
       4 Brainstorm
       2 Sylvan Library
       3 Seal of Cleansing
       3 Swords to Plowshares
       3 Null Rod
// Counters
       4 Force of Will
// Critters
       4 Meddling Mage
       2 Victual Sliver
       4 Crystalline Sliver
       4 Winged Sliver
       4 Muscle Sliver
// Sideboard
SB:  1 Swords to Plowshares
SB:  1 Seal of Cleansing
SB:  2 Sacred Ground
SB:  3 Annul
SB:  4 Blue Elemental Blast
SB:  4 Energy Flux

Well this is the deck w/o power. It’s of course automatically slower, but can run another fetchie and more basic lands. The bigger addition though is the gain of 3 Null Rod’s to deal with Keg and other Moxen/stuff.
