OK.. I'm startin with the computer equivalent of a blank sheet of paper, and I want to make a Suicide Blue deck. This is NOT Fish or something like that.. I want to try and make a Suicide Blue deck. If you can't wrap your brain around that.. well.. come back when we've got something substantial, and THEN take a look.
So what I see Suicide Blue as, is a blue analog to Suicide Black, naturally. Whereas Black thrives on LD and Discard, Sui Blue will have to be draw and counters. Blue also doesn't have much for decent undercosted creatures, so ya gotta go with what ya got. Here's what I've been thinking over so far:

Force of Will
Mana Drain
Psionic Blast
Misdirection
Forbid

Serendib Efreet
Imaginary Pet (if you can find a way to unload your hand, eg  Trickster Mages)
Waterspout Djinn
Serendib Djinn maybe, if you can handle taking 3 every turn
River Merfolk and Dandan in the side
Skyshroud Condor
Rootwater Thief

Well, we got a starting point.. suggestions how to mix things up?

First, this is just an idea off the top of your head with absolutely no testing put forth. There is no list that needs refining, no statement of where this would fit into any metagame, or arguement other than you want to make this 'Blue Suicide'. This is not meant to shoot you down from persuing the idea, but to keep threads where they belong.
