Mono Blue Control on a shoestring

I have not posted since I recently pimped the local t1 proxy 5 tournament at Blacksburg, VA http://www.themanadrain.com/cgi-bin....;t=9919  , but this deck is something that I want to make sure I am doing right.  I do not have any mana drains nor do I have power 9 (I might be able to find a Library of Alexandria if I am lucky on MOTL ).  Likewise, like the title says, cunning wishes have won me games before.  ~~I won the tournament 2 weeks ago and the one before that with this and I had to forfeit last night due to a curfew~~

I'm not really sure what you're asking or trying to say...unless you're asking for assistance on your budget deck.

I think that a lot of the "replacements" that you have simply don't cut it. Mana Short for Time Walk? Gush? Cephalid Coliseum? Nope. Gush isn't good in your deck and Coliseum is no LoA. I think that you're simply better off with out. Try this:
