I played at a local Beta power tournament which I won with Long.dec, and the 2nd place player was playing with a completely unpowered variant of the Burning Rector deck that was in the top 8 at Gencon.  He beat Stax to get there.

Here is a rough guess at his deck:

I watched this deck go off on turn two consistently, losing only becuase I'd win, fully powered, the turn before he would.  If you play with some swarms main, I don't think you'll have that much trouble with control.

I don't really focus on budget decks that much, but I have a sense of civic duty.  I think until Mirrodin, this deck should be able to compete, easily, with powered decks.

I took it to one tourney except I own a jet and play in a 5 proxy environment. I went 2-2 drop, but really just because I suck at magic. Would you recommend trying something like this again with 6 power cards available, or to try to work with long.dec? I would also like to see a good sideboard for this deck, as basically I used
4 negators
1 balance
some nice sorceries
and basically 6 random cards.

If you have 6 power, just play Long.  The most important power cards to long are Lotus and then the moxen, and then Twister, which is ironic becuase its so much better in the deck than Ancestral or Time Walk.

I don't know if Jeff, the unpowered player, has chromatic spheres yet.  I know he wanted to add them.  He may also have a City of Brass or two in there as well.  I have watched this deck evolve over the last month or so.  I have to play against him almost every week.  For an unpowered deck, it does very well.  I have lost to it playing any one of a number of different powered decks.  However, as Morefling has pointed out, because of Rector it is easier to hate.  I believe Jeff told me that he posted his list in the unregestered forum some time ago, but I can't seem to find the link.  I'll try to remember to check with him this Wednesday.
