I plan on playing in some type 1 tourneys at NY Neutral Ground in the upcoming weeks and need to know what to bring. The format is lots of Goblins, some Keeper, various other kinds of blue-based control, some MUD, Suicide, a little Burn and scrub aggro. My question is what you guys think is the best deck for the metagame. I was thinking maybe Fish or U/R Phid with Isochron Scepter. Another option would be mono black dragon which may be more competitive now in the new metagame.
Please help me out here.
Thanks for any thoughts.

ignore the madness and long lists. replace the occasional chrome mox (any in addition to the first) you see with other stuff, elvish spirit guide, lotus petal, mox diamond, land, pretty much anything.
that should take care of the restrictions.

U/Rphid and mono-black dragon seem like the new budget kings... since U/Rphid has much more powerful hate tools vs. the powered set and is less affected by inter-powered decks hate, though, I'd be inclined to take the former - just pack in those blood moons and make sure you've got the crypts, stifles etc to take dragon.
I'd choose U/Rphid over Fish as Phid is much more able to run blood moon, whereas Fish doesn't likes screwing its man-lands... but I suppose in a sufficiently powered control skewed-meta, Fish might be a better choice.

Fish does ok vs gobbs, and the UR version w/lavamancers would probably do better than ok... if that's what you wanted to play, I guess you'd want to tech out by adding a couple more mis-Ds.
U/Rphid can sweep gobs, though. If they're really so strong in your meta, pack keg x4, scepter x4 and fire/ice x4 in the MD/SB configuration of your choice... that combined with the low performance of PoP on phid should make it close to a bye.

But without the whole moxen-set, (what defines a budget deck) you are a little slow with urphid. You want to lay down a phid first turn, to take control. Budget Phid will loose horribly against dragon with this loss of speed.

Actually the builds of phid I've seen lately aren't running phid itself, but isochron w/AK and Fire/Ice. Speeds the draw engine up a turn naturally, which helps budget out.
He didn't mention any Dragon present in the environment, but even if there is, I can't think of any budget decks that have a better chance than U/Rphid against Dragon. U/Rphid can run more tools to sh*t-kick powered dragon than anyone else in budget - blood moon, gorilla shaman, stifle, counters, even misdirection (of animate dead onto some other jank, as a last resort).

yeah, I've never faced Dragon at this store so i'm not that worried about it. But just incase I'll sideboard a few stifles, blood moons, etc.
