How do people still like a card that gives your opponent more cards than it gives you??

Fetchlands are tech.  Use them to stabilize your horrid mana base.  This will allow you to get UU on your second turn, so you can up the counterspell  count to 4.  Try 4 FoW...they work.

Mind's Eye is pretty bad in a deck like this; not to mention you can't even Drain into it.

Wheel of Fortune=cards for your opponent=bad for you.  See Arcane Denial.

This is just a really bad incarnation of a good deck.  You cant play keeper w/o full power and Drains; yet apparently you dont even have 4 Forces.  Your best bet is to not try making this work and play something else.

The idea looks a little unfocused, but it just need some work to figure out which way you want to take this deck.

Firstly, you have a draw-7 (wheel of fortune) in a control deck which is not normally optimal, since you'll always be cantripping into spells to improve the card quality in your hand, and won't want to normally give your opponent a whole new hand at sorcery speed. Consider Fact or Fiction for this slot, since it's an instant and draws cards only for yourself.

How do you feed the Solitary Confinement? Maybe some squees and compulsions might be helpful for this (I'm sure there have been threads on Solitary Confinement decks in this forum that you can check for ideas.)

The Mind's Eye does seem a bit random, especially since you're not running any acceleration to cast it such as Mishra's Workshops. If you're looking for this sort of effect, Future Sight would be loads better, plus it works well with Solitary Confinement (I actually never thought about that interaction before!)

I agree on the other points mentioned about the mana base being a little shaky. I'm guessing these are all the cards you have to work with currently, but stabilizing it with some fetch lands and more duals should smooth things out. I'm also not fond of the chrome mox, mox diamond or lotus petal in that deck, since they're all card disadvantage.
