For some reason, I thought I read somewhere here that even under a blood moon, Price of Progress will still do damage.  I don't see how though.  Could someone clear this up?  Thanks.

Thanks Phoenix, found the answer in the Rules Mill a second later.  Duh, go figure.

"Q: Can artifact lands be welded under Blood Moon?
A: Yes.  Blood Moon takes away all of each nonbasic land's subtypes, and replaces them with "mountain". It doesn't take away supertypes like "basic" or "legendary", nor does it add such supertypes."

That is correct. Price of Progress with still do damage under a Blood Moon.

Blood Moon will turn all non-basic lands into Mountains. However, each non-basic land is still a non-basic Mountain; Price of Progress will still deal damage.

Yeah, this is now true, but only post 8th edition rules. It used to not be that way.
