Darksteel becomes legal for constructed tournamnets on February 20th.

It became legal for limited tournaments the day it was released.

I always remembered that new sets became legal in Constructed the first of the month after the official release.  What's the new "formula" for legality now?

from the floor rules:

104.   New Releases
The following card sets are scheduled to release during the 2003–2004 tournament season: Mirrodin™, Darksteel™, Fifth Dawn™.

They become legal in Constructed on the following days:
·   Mirrodin         October 20, 2003
·   Darksteel         February 20, 2004
·   Fifth Dawn           June 20, 2004

In addition, Eighth Edition™ will be legal for tournament play on September 1, 2003.

These dates are subject to change. Any changes will be announced via an official DCI announcement that can be found at thedci.com.

New card sets are allowed in Limited play as soon as they’re released, including before their public releases in the case of Prerelease tournaments. For updates, please check thedci.com.

edit: to answer JP more specifically, the 20th of any month after the official release.

Yeah, that's what I thought, thanks (even you, Rudy Wink )

In fact, I'm planning to go to a T1 sanctionned tourney next saturday (21st) and the TO says he's not allowing Darksteel because It will allows people who have an easier access to a huge card stock to get the good cards (Trinisphere!) while the others won't be able to. Is he allowed to do that? I don't think so, but I can't find a confirmation somewhere in the rules :<

Nothing in the DCI rules allows the TO to specifically exclude a set that is legal in the format.

You may want to remind him of that.  If he continues with his plan, you should notify the DCI.

However though, you cannot change anything about the tournament itself. The best thing to happen is that the TO will never be able to TO again.

Basicly, the judge is "god" at his own tournament. If he decides Islands are not allowed for that tournament, then they're not going to be heh. However, the DCI will take care of him afterwards Wink
