Like wrath, but two colors, and with a bonus for the most creatures. It seems fair, certainly.

Actually, it feels a little strong to me. It's at the same cost as wrath, but it removes creatures instead of buries and it also double cantrips, in any deck that is designed to use it. I think this could be too abusive in limited and standard.

What control deck is going to get to draw the cards?
It seems quite fair to me.
Maybe a w/u weenie deck might use it to gain back board control vs a r/g fat deck thats starting to overpower it, but then, it might cop some burn in response and end up not drawing the cards after all.

With the current wording what happens if 2 or more players are tied for the most creatures?

That's a good point. It should say "Each player who removed... ".

A very powerful card indeed. The question asked should probably be: What deck would play this instead of What deck can evolve around such a card? It might be an release valve of some sort...

I think that this card is pretty fair because it is W/U, and if you are building a deck to "abuse it", it is either going to cost you card advantage or make you run crappy token cards and such. I do not forsee this card as any danger...

This is pretty much strictly worse than wrath, except in a blue deck that's splashing white for creature control. Even there, they still give up most of their card advantage, so it's really a defensive tempo card. A good one, to be sure, but not one that should be too abusive.
However, since it will see more play in blue-based decks than in white-based ones, maybe the drawback should go up to 3 cards, since blue really shouldn't have easy access to wrath?

if it was straight blue, i would agree w/ you, but i think the white is also a drawback. if more people think it should be 3 cards, i guess i could do that. what aboot if i costed it at and made it 3 or 4?

Holy crap, no way in hell. At that point it'd be worth playing extra creatures just to trade them in for an Ancestral.
