Of course you can, the deck will get better as you as more power cards, but the difference is primarily degree rather than kind.  You will also lose to players that have more power cards than you do running the same strategy.

well, I think you can. I see you own Mana Drains, those things are so goddam important. I ain't own Mana Drains but still my Tog-list feels fine. I do have some power (Jet, Saphhire, Recall, Lotus and Loa..) But no drains. It works fine, but things like Mind Twist, P. Deed, Deep Analyses are a bit hard to drop, I think REcall and Drains are the most important things to have if you play Hulk, the Power makes your deck alot faster but if you're in a slow (unpowered) meta then a deck like this will be fine.
