I thought that this thing punished people for playing too many spells or something...
Mebby the secondary effect is too subtle?

I think you should lose the first ability and make the second one more powerful - two or three, with a corresponding drop in price.

This could probably even be one cheaper. I don't think that there are many "millstone" cards that cost more than 3, and this is no stronger than any of the others.

It's already game-breaking in limited formats. Only being able to cast ten spells before you run out of Library is vicious.
