I used to play dragon before trinisphere got printed and I have never used scrivener myself or even seen anyone use scrivener on the net...
Until most recently, now I can't find a dragonlist without it. So my question is: why is it in there?

I'd be very pleased if an experienced dragonplayer could care to comment

Scrivener  4U
Summon
Townsfolk [2/2]
When Scrivener comes into play, you may return target instant or interrupt card from your graveyard to your hand.

well, I know what it does, but I don't understand why it deserves a spot in the dragonlist

I think that Jhaggs was just making apparent to everybody what the card did. Even those who don't play Dragon may see its use and offer their insight. There's no need to take offense.

Did you know that Red is the color or art and music and passion? Combine that with Green, the color of nature, spiritualism, and community and you get a hippie commune of drum circles, dreamcatchers, and recreational drug use. Let's see that win a Pro Tour.

Scrivener fetches the Stroke or Cunning Wish from the graveyard when you mill it with Bazaar. Not a bad idea (it gets around some hate), but running Scrivener means that you need to devote 2 card slots for just one kill. I personally wouldn't bother - I'd stick to Sliver Queen and Ambassador, or with Caller of the Claw in case you see Root Mazes and Damping Matrix.
