I just found out today that later this summer this is going to be a Type 1 tournament for an Ancestrall Recall allowing 13 proxies near my home town. My question is, since my local metagame is almost completely unpowered and far from normal, what decks should I expect if everybody can proxy power?

Without knowing what anybody is playing I was thinking about playing U/G Madness because I feel comfortable playing it and it allows me to maindeck Null Rods which should be good if everybody is proxying Moxes.

Any thoughts on what decks I could expect to see in large numbers would be greatly appreciated.

With 13 Proxies, you can expect almost everything... thats nearly a quarter of the deck proxied up, and i'm not counting the lands.

Well, where will T1 technology be at this point?  How many people do you expect and will Fifth Dawn be legal at the time?  These are quite important.

I would say around 50 people and no, Fifth Dawn will not be legal.

U/g Madness, while an extremely good deck overall, was designed to beat Slaver variants and Tog.  If you don't know what you're going to be playing against, you're probably better off playing Tog or something yourself, provided you can practice with it enough before the tournament.

I'd go with Hulk Smash or Slaver. U/G Madness is the perfect deck to play in a heavy enviroment with the 2 above decks. If it's gonna be pretty big go with something strong against most decks which is Hulk and Slaver.
