Rarity: Common.
Concept: A medium-sized beast able to breath fire imperfectly, at cost of her own health.
Starting card issues: Perhaps a 2/3 is too much. What about 2/2 or 1/3?
Actual card issues: I was thinking about a 2RR casting cost but three +1/+1 counters. Too much?

This is an interesting idea, but I see two flaws with it:

1) I don't think that -0/-1 counters are used anymore. I'm pretty sure that WotC prefers using +1/+1 counters whenever possible. to the exclusion of even using -1/-1 counters. (Comments made when Infused Arrows were previewed uphold this speculation.)

2) This is very similar to a recently printed card. Vulshok Sorcerer is certainly not identical, but they serve a very similar purpose - a {1}{R}{R} common creature that can deal a damage the turn it comes out. Okay, the similarities end there, I suppose. Yours is a 1/3 that doesn't require tapping and survives only three uses. In some ways it seems better, but in most ways it seems worse. I'd rather have my flamethrower around for more than three damage.

I might be a bit more lenient on this card if it were a little bit better. Perhaps give it the ability {R}: ~This~ deals 1 damage to target creature or player and 1 damage to itself. If it requires power level tweaking then, you could always make it a 1/2 or a 2/2.

Very nice points. But I' d like to keep the actual idea of the card killing herself by damaging other. I' ll try to reword the card using +1/+1 counters.

This would be good, but not broken, if you removed the R activation cost. A 2/2 for 1CC needs to be pretty strong to see any play. That sort of reminds me of an inverse spike feeder, which is cool.

Edit: another option would be to make it 1/0.

And that's rare. You won't get a common at that power level.

I think what you have now is fine.

Done. BTW, what about make this creature exactly like a Spike Feeder?

It's not exactly the same--I said it reminded me of a spike feeder, because it's a 2/2 where you can sac the counters for an effect.
