Here is the StarCityGames ruling concerning Spectral Shift. I can understand why you may target two different things, but I don't understand why you must.

Spectral Shift
Instant
{1}{U}
Choose one -- Change the text of target spell or permanent by replacing all instances of one basic land type with another; or change the text of target spell or permanent by replacing all instances of one color word with another. (These effects don't end at end of turn.)
Entwine {2}

If you entwine this, you must target two different spells or permanents (you can't target the same permanent with both halves).

409.1c - If the spell or ability requires any targets, the player first
    announces how many targets he or she will choose (if the spell or ability
    has a variable number of targets), then announces the targets themselves.
    A spell or ability can't be played unless the required number of legal
    targets are chosen.  The same target can't be chosen multiple times.

that makes sense cause rack and ruin can't target the same artifact twice

Rack and Ruin also specifies that it must target two target artifacts. I was failing to recognize that although Spectral Shift may generate two effects, it's one spell and occupies only one position on the stack. I'm not sure that I like the way it works. The nature of the spell seems to be that it should be able to target the same spell with both of its effects, but that's against the rules of the game. Alas.

Since Entinwing it only really just gives you two effects on one card, it comes out looking like:

Change the text of target spell or permanent by replacing all instances of one basic land type with another.  Change the text of target spell or permanent by replacing all instances of one color word with another.

It's a lot more clear to look at it like that.
