Here's one from last weeks T1 event @C&J
My opponent has a Waterfront Bouncer in play.
Eot I have 8 cards in hand. I declare that I'm going to enter my discard phase, opponent replies sure. I discard Basking Rootwalla, playing it for it's madness cost. My opponent replies sure. I say I'll be done. He replies he has an effect. He says Eot, I'll bounce the Rootwalla back to your hand. His Bouncer is now tapped. I have 8 cards in my hand, still Eot. I start to discard the Rootwalla a second time believing I cannot end a turn with 8 cards in hand. I decide to call a judge. His ruling was that I end the turn with 8 cards, as I had already passed thru the discard, cleanup phase and could not go thru it a second time or something to that effect. I'm still not sure that's correct.
I'd like to hear how the judges here would rule.

The Judge was incorrect.
Normally, you don't get priority to play spells and abilities in the Cleanup Step, unless something happens that would make you get priority.
In this case, you discared down to your max hand size, and removed Rootwalla from the game. This triggered Madness.
So, you get priority and play your rootwalla. Your opponent will eventually get priority after the Rootwalla resolves, before moving on, so they can bounce it back to your hand.
Now, if a player ever ends up getting priority in the cleanup step, ANOTHER cleanup step occurs. So, you'll have to discard again.
Relevant Rule:
314.3 If the conditions for any state-based effects exist or if any triggered abilities are waiting to be put onto the stack, the active player gets priority and players may play spells and abilities.
Once the stack is empty and both players pass, another cleanup step begins.
Otherwise, no player receives priority and the step ends.
In short, you cannot end your turn with more than 7 cards in your hand, barring effects that modify your hand size.
