x4 agonizing memories
x4 chittering rats

x4 boomerang
x4 capsize
x4 man'o'war
x4 aether burst
x4 memory lapse
x2 turbulent dreams

x4 aether spellbomb
x4 dragon mask
x2 feldon's cane

x10 island
x10 swamp

Um, so basically, you just bounce stuff a lot and then attack with a 2/2 creature until they die.

Dragon mask is nifty in this deck with chittering rats and man'o'war.  At least with chittering rats, if you have 6 mana, you basically make them play the same turn over and over.

Capsize, with enough mana, can eventually return everything to their hand.  And combine with chittering rats to make them always draw a card they already have, it's a weird kind of lock.

Then there are a couple feldon's so you can just keep playing your deck again and again.

This is a great deck to play against a n00ber.

What about adding Crystal Shard? It'd be great with Man-o-wars and the Chittering Rats.  Very Happy

Isochron Scepter can be fun and annoying. If you Scepter an Aether Burst , you can return up to 4 creatures a turn if you have 3 Aether Burst in your graveyard.

Chittering Rats is useless if they have no cards in hand.  Granted though with all your bounce that they will have something.  Maybe run an Echoing Truth or Chain of Vapor for non-creature permanents?  Also, 20 land is way too low, especially for the amount of bouncing you will do.  You're playing a controllish deck so you need to up the mana count.  Ramping to your 6 mana is going to be hell with so little land.

With a decklist like this, have you considered Cephalid Constable, possibly with an Unstable Mutation kicker?

For those of you who don't remember that OdBC card, if my memory serves me correctly, Constable says:
1UU
Creature - Cephalid   1/1
Whenever ~this~ deals combat damage to a player, that player returns X permanents to their hand, where X is the combat damage.

The wording might be a little off, but you can see where this is going.
Constable + Unstable (+ Power conduit :-O) = fun stuff. During upkeep, use the power conduit to turn -1/-1 counters into +1/+1 counters. Power Conduit also took "flood counters" off my own lands and moved them onto the Constable and phantom creatures. The deck had pretty nice synergy, I would recommend some permission added to help protect the conduits, or perhaps some kind of static-effect artifact protection (a Sterling Grove-type effect...there's some in the new sets but I can't think of what they are).

I ran a bounce deck for a while that essentially ran:
4 Cephalid Constables
4 Unstable Mutations
4 Power Conduit
3 Quicksilver Fountain
5-8 Boomerangs/Hoodwinks etc.
3 Phantom Centaur

with new tech I would agree with whomever suggested Isochrons. Granted, the focus of my deck is a little bit different than the original post, but it's something to consider.

Boomerang does not do enough in here to warrant a slot.  Sure its cheap, but if you are really trying to pull your own creatures back to your hand it is a poor choice.  The same could possibly be said for Capsize, since it will take a long while to get up to the 9 mana to Rat-size softlock.

Turbulent Dreams too is not a great choice for this deck since you are not actually drawing any cards - you'll either run out of a hand before you use it effectively or you'll simply want to cast the other spells.

Some cards I'd suggest looking at:
Curfew - Very cheap, and does two distinct things to help you.
Cavern Harpy - It is a reuseable (and very difficult to stop engine) for BU and 1 life.
Umbilicus - Start it up and let it do its' thing.  Doesn't require you to keep wasting cards on returning your Rats to your hand.
Sunken Hope - 1 more mana than Umbilicus, but likely superior in your deck.  If you were to run either Umbilicus or Sunken Hope, I'd heavily consider upping your 187 creature count (Nekrataal, Ravenous Rats, Rishadan Brigand, etc.....splashing Green for Wall of Blossoms, Eternal Witness, and/or Mystic Snake could be another idea)Crystal Shard - Props to thesengirvampire.  Very cheap and very effective.  More reliable (and cheaper) than Dragon Mask.

Beyond that, you are playing Blue yet not playing any card-draw.  A good CiP 'draw cards' creature would help you here (and this again would be a good place for green to step in, though Phyrexian Rager could work).  If you happen to own any Intuitions, they too could be solid since they also work with your AEther Bursts.

Hope this helps.
