I think you could actually make the casting cost 1U. I think it makes the card better but not overbalanced. If you were to leave it the way it is the it would just be stricly worse then memory lapse and counterspell.

No, it's certainly not strictly worse than Memory Lapse or Counterspell. If you ignore the fact that this has kicker, then yes, it's strictly worse. However, that kicker effect makes this card extremely potent.
I really like this card. It kind of hearkens back to the idea of stasis, but gives your opponent an out. If he wants to see another card, all he has to do is not cast something for a turn. By putting this card on top of your library, rather than just using Buyback, you ensure that you are suffering a similar penalty, so that you don't unbalance the game by locking down your opponent and remaining unlocked yourself. At the very least, you require a source of repeatable card-drawing.
On a side note, you probably ought to word the kicker cost as Buyback is worded:
If the kicker cost was payed, put ~this~ on top of your library instead of in your graveyard as part of its resolution.

I like the idea of the kicker to and the kicker cost even seems appropriate. But You still need double blue for the casting cost of the kicker. If you changed the casting cost of the card to 1U the if you were going for the kicker you only need 3 blue and 2 colorless as oppose to 4 blue and 1 colorless. It just can't be suported with a double blue casting cost and kicker.

This could definitely get away with a 2U kicker, if it's fair at its current cost, which I think it probably is.

Lowering the kicker would make it a better fit for U/W prison decks, and that's always a Good Thing(TM):

I just nabbed the reminder text from buyback, as per cardkingdom.com. It's odd how the reminder text doesn't match up exactly with the CompRules definition of Buyback.

Now that crystalkeep has become unreliable, does anybody know where one can go for up-to-date, authoritative card texts? http://www.wizards.com/default.asp?x=dci/oracleIt's as up to date as it can get. The only exception are changes between block updates. The Oracle only updates as new blocks come out, so any errata between that time will have to be found in the latest rulings summaries.
