I think the flavour needs a bit of a revamp. Psychic Exile's a good enough name, but Horrors are black. The only ones that weren't black were the Torment Possessed creatures and Wayward Angel, all of which became black when you had threshold.

You need to explicitly state "if the removed card is the type chosen" rather than leave it implied (obvious though it might be). Also I think this is somewhat weak, you wont always draw a card like you would off Archivist and the lack of tapping just doesnt make up for it. If you had the ability trigger on damaging an opponent like ophidian as well, then this is potentially 2 cards per turn but also potentially 0. I think this would make it a balanced card.

Didn't we make almost this exact card already? EDIT: Yeah, we did: Coincidence {U} Enchantment At the beginning of your draw step, name a card other than a basic land. Reveal the first card you draw during your draw step. If that card is the named card, draw a card. |

I don't like blue stripping cards out of the opponent's hand (too black), and the top of the library part feels very green, but the randomness feels very red. This card is all over the place--let's focus the ability to something that fits.
