Stupidest Scrub Card Ever: Trade Secrets

I witnessed someone play Trade Secrets (but not in a booster draft), and the opponent drew his two cards.  The caster drew his four cards, apparently content.

The opponent, who noticed the text on the card, proceeded to draw most of his deck, whereas the caster kinda wanted to stop this Trade Secrets thing.

Does Trade Secrets REALLY let your opponent Draw Their Whole Gosh Durned Deck if they want?

Said kid simply gave me that weak #%$ card for it being so lame.

yes, it allows the opponent to draw his entire library in chunks of 2 if he so desires
the caster doesn't have to draw any cards if he/she doesn't want to, because UP to 4 includes ZERO
