Technically, only the controller. If you Donate it, it will effect its new controller, not the owner.

another question, can I respond to a Volrath's Shapeshifter becoming a creature? Say my opponent discards a creature into a grave with Shapeshifter in play. Can I in response to Shapeshifter's becoming a copy ability bolt the Shapeshifter?

Volrath's Shapeshifter states :
Quote
"{2}: Discard a card from your hand."


So the card isn't in the graveyard untill this activated ability resolves. So you can indeed bolt the shapshifter dealing lethal damage. Remember though, that in response he can activate the shifters ability again to try and save it from dying.

Also note that you won't get to see what they would discard until it is too late.

And even if you kill the Shapeshifter, they still have to discard.

It depends on how the card is discarded. With Shifter's ability it's an effect and can be responded to, but with say Survival of the Fittest or Wild Mongrel, it's a cost, and can't be responded to.
