If blue still needs good, fresh blue creatures, then hopefully Spectral Stalker will fit the bill.

I think the double blue mana cost and lack of good power or toughness warrents it being able to be used the turn it hits the field.

This requires a clause that Spectral Stalker be untapped in order to use this ability. It'd really be cleaner to just make this a {T} ability and give the creature haste. If you don't, then you can use this ability more than once each turn, since you can tap an untapped creature. For example, note how Tradewinder Rider works. You can use creatures with summoning sickness to power it up, but the ability specifies that they must be untapped creatures.

I don't like it.  I say screw psudo-haste.  Put the tap symbol on there.

I agree completely. The tap symbol lets you remove like half the text on the card.

ok, I will change it to a tap ability, but I'm also giving it more toughness to help it survive for a turn against red.

This is very very powerful. Master Decoy was strong, and this is significantly better; it can keep two creatures tapped down.

Put a U activation cost there. After all this can keep 2 creatures tapped which is a very strong ability. I'd even consider the creature going a bit spectral and getting 0/-2 when you use the ability to make it a frail ghost. I agree with Laurie Cheers that a 0/3 for UU that can keep 2 creatures tapped is too strong.
(I remember when I used to power everything up, now I want to water things down - what happened?)

If you brought this back down to 0/1 again, it would be fine. It'd be good, but easy to remove.

Otherwise, you definitely need to add some activation cost to this.
