Wow. It's a card which is out-and-out more useful for your opponent than yourself

. Seriously, if I was playing beatdown and my opponent played this thing I would be delighted. It's like someone playing Fecundity against Ravager. The point is, if a player is in a position to attack, then he generally won't be too worried about his life total, and will be quite happy to draw more cards to join the assault. So it's worse than useless defensively and doesn't do anything when you are the aggressor.
How about this fix:

It's now a symmetrical Coastal Piricy with an aggressive mana cost. Possibly a little overpowered though.
