I play Mox when my opponent has a Shaman out.  The Mox resolves.  Can I say "Before you activate Shamans ability, I'll play Tinker, saccing this mox"

I think this works because it's your turn, so you have Priority.  I think this means your opponent can't just say that he wants to eat it when the stack is empty.  Doesn't he only get priority after I've played a spell, or when I announce a phase change?

He also gets priority if you specifically pass priority. However, if the stack has just become empty and you have not yet passed priority, then you have priority and the first option to play a spell is yours.

Ephraim is right. This is the same as how if they play rector with therapy in the grave, there's never a point where you can cast swords.

Basically, you cast (permanent). (permanent) is on the stack, so they can't target it with cards like shaman or swords. Once (permanent) resolves, the active player gets priority (that's you). Then, you play (sorcery), sacrificing (permanent) as a cost. (sorcery) goes on the stack, but by the time you pass priority to them, (permanent) is already in the graveyard.

as a side question, can you in response to the graveyard trigger of the academy rector, removing it from game and thus preventing him from getting his enchantment?

Tinker is a sorcery...shamans ability is at instant speed. So he would be able to eat your mox.
