It says (text and rulings):

Text (TO): Until end of turn, if target player would draw a card, instead that player skips that draw and you draw a card.   

If you target yourself, this spell has no useful effect. It will not cause an infinite loop since a replacement effect cannot modify the same event more than once. This effect will not modify the draw that it has you perform. [D'Angelo 2002/11/16]




So anyone want to venture what happens if both player resolve a plagiarize in the same turn, then wheel goes off?

So, we're both gonna discard and draw 7.

Except, there is gonna be some replacement effects that get in the way.

So, I'm gonna have 7 instances of Draw a card replaced with my opponent drawing a card instead.  However, that event is then replaced by my Plagerize effect, since he is going to draw a card now, so I end up drawing a card.  His Plagerize has already applied itself to this event, so it cannot modify it further.

The same thing happens to my opponent.

So, they effectively cancel each other out.  We'll both end up drawing 7.
