If someone is at 0 or below life, and being kept alive by Platinum Angel, can they still cast vampiric tutor?

I'm thinking you can since the life loss is at the resolution but I'm not certain.

You can play it. I'm pretty sure that if it demanded a life payment you couldn't play it, if you were below zero life, but since it's just a loss of life, you can -- particularly since the loss of life isn't counted as an additional payment (occurs during resolution, as you say.)

So yes, you can play it because the life loss is not "paid," it's simply part of the effect on resolution.
