On one hand, this card can operate just like a Viashino Sandscout. It costs more because it also combos well with creatures with CIP effects, or it can simply return an inferiour creature instead of itself.

Is this interesting? Is it off-colour. I have to admit that when I created it, it felt a lot like a blue card. It struck me that Viashino Sandstalker definitely feels red, but that allowing the player to bounce any creature he or she controls seems to change the card's orientation. Is it appropriate for red to have this ability?

Make it creature of an opponent's choice, and it's fine. You'd have to rebalance the card, though.

I've made it so that it returns a random creature on the turn it comes into play. To compensate, I've reduced its mana cost back to {1}{R}. It's neither strictly better nor strictly worse than Viashino Sandscout. I figure that's appropriate.

Seems ok to me. It might be a bit sketchy with Aether Vial, though.

I know this won't happen in a tournament, but if my opponent has Chaos Orb in his hand while I'm controlling his turn from a Mindslaver, who flips the card if I force him to play it and activate it?

How would it be tricky with AEther Vial? It's certainly no better than [card]Viashino Sandscout[/card]. Sometimes it gets to stay in play, but on the other hand, it's unpredictable. The best you could really do is pack the deck with creatures with CIP effects and there are better ways to take advantage of those.
