Runic Phial is a hawt name. I was going to protest that this would be okay if it came into play tapped and then I noticed that it does come into play tapped. So, I have no objections. This card is cool.

I think you need to format it so the X is before the 2.  So, X2.

Other than that, you could compare this to Braingeyser.  Braingeyser draws the same amount of cards for the same amount of mana, but all at once.  This, however, can be cast off Mishra's Workshop and doesn't require U.  Still, this doesn't even replace itself instantly, leaving it vulnerable to artifact destruction.

What if it's costed at X4, but it comes into play with X+3 tokens?  That way, it'll draw one more card than Braingeyser for the same amount of mana, but it can't be cast off just a Mishra's Workshop.

X2 is fine. Forcing players to spend at least 4 mana is annoying, especially when workshop doesn't exist in any other format *and* paying 3 for a delayed cycle is really bad. It's fine as is.

I think we can safely ignore Workshop when we cost our artifacts... R&D's strategy with respect to Vintage seems to be not to let it affect their design, but instead to design for Block/T2/1.x and pick up the pieces with restrictions if and when something silly happens in Vintage. The requirements of Vintage are at such a tangent to 'normal' Magic anyway that it's not really worth their while changing cards because MWS/Drain/Bazaar/whatever might break them. Anyhow, I can't see this thing making the cut in any T1 Workshop deck even in its current form, and given that Workshop is not legal in any other format, why worry about it?
