If a spell or ability would cause its controller's oppoennts to draw a card, instead it doesn't.
For centuries, the Mountain Kingdoms have sprinkled their treaties with scented oils after signing them. Though it began as a form of watermarking, it's more common use is for kindling.
Current Wording:
Empty Gestures 1UUU Enchantment
If a spell or ability would cause its controller's oppoennts to draw a card, instead it doesn't.
*Lowered mana cost to from 2UUU to 1UUU

Do you have a particular strategy in mind for this card? I can only think of a handful of cards that this affects. Trade Secrets and Words of Wisdom become better. Braingeyser, Stroke of Genius, and Ancestral Recall are nominally worse. So...suboptimal decking strategies are shut down, but they're obsoleted by Brain Freeze anyhow, which isn't particularly good. I really don't understand what this card adds to the game, nor why it must cost   {U}{U}.

EDIT: Screwed by the wording. If a spell/ability would cause it's controller's opponents to draw a card.
Card seems very narrow in that case, and in no way worthy of a 2UUU mana cost.
Add howling mine variants to the list. That's an ability that causes an opponent to draw a card. Turning prosperity into a blue skeletal scrying is cute though.

It doesn't shut down anybody's card drawing though. It doesn't say "If a spell would cause its controller to draw a card, instead it doesn't." It says, "If a spell would cause its controller's opponents to draw a card, instead it doesn't."
In addition to the short list above, I'd like to add that this make it safe for somebody to break their own Standstill.

This is how you break this card:
Timetwister Each player shuffles his or her hand and graveyard into their library. You draw seven cards.
Wheel of Fortune Each player discards his or her hand. You draw seven cards.
Isn't there some crazy blue/green enchantment from Mirage that makes your opponent draw cards and take damage? Grim Feast or something?
Also, in the future, if in your post you could keep the original wording and then have a current wording below it, it would be helpful to anyone that doesn't see it as its initial iteration.

Oh, geez. I knew I had to be missing something big. Isn't it written somewhere that we're supposed to be creating cards that are relevant in more formats than Type 1 though? This card may be playable/breakable in Type 1, but it's a [card]Mudhole[/card] everywhere else.

There are plenty of cards that let your opponents draw cards as a drawback for an ability: Lord of Tresserhorn, Phelddagrif, Questing Phelddagrif, Sibilant Spirit, Soldevi Heretic, Soldevi Sentry, Malignant Growth, Arcane Denial, Vex, Shocker, Forget, Truce, Flux, Winds of Change, etc...
Yes, I do realize all of them suck. However, since there are so many, I don't see anything wrong with creating something to at least try and help them out.

I know this won't happen in a tournament, but if my opponent has Chaos Orb in his hand while I'm controlling his turn from a Mindslaver, who flips the card if I force him to play it and activate it?

1UUU is a ridiculous cost here. This does not need more than a single U in the cost. You could probably drop it to 2U, too.
