Imagine I'm playing against a Life deck who has successfully comboed out to gain a billion life. I then put Platinum Angel in play and believe my opponent has nothing in his deck that can remove it, hence I will eventually win by decking. Can I get a judge to force my opponent to concede? This would involve getting a judge to look at my opponent's decklist to confirm he has no way to remove the Angel, or to otherwise win. This would cause the judge to make the assumption that I would not be stupid and kill my own angel (eg by blocking with it). Would my opponent refusing to concede, despite having no way to win, count as stalling?

As long as he plays in a timley manner its not stalling.  I certainly hope a judge can't say "you lose" by assuming someone will make all the right plays to make that happen.   Also the judge can't tell your opponent "if you have cards you can win with".  hell I could play 60lands.dec and I better not have a judge tell me I can't play "land, go" until I lose I don't think there is a rule against that.

Just as a side note, I played life and was in this situation (i comboed couldn't get rid of his platinum) however I had serra avatar so I couldn't be decked.  The judge decided to have the game a draw (since I could gain "infinate" life by sacrificing avatar each turn and my opponent had "infinate" attack phases in which to kill me)

There is a huge debate on the Starcity forums about this general subject.  I would love to have a judge's opinion on this matter:

I'm no judge but I think the whole event is despicable.  If you bring a deck with no win condition - worse, your win condition is the time limit that's enforced by tournament rules - what kind of hack are you by calling a judge on your opponent's efforts to deck you?
Summarily, that judge should have recognized the bait-and-switchery that was taking place.  I'm reminded of the old Soldier of Fortune deck.  Your deck shouldn't combo with the judge for Christ's sake.

We've already had a thread on this subject and I don't see this one getting anywhere further constructively at the current rate.  Thread closed - Jebus
