It's -1 land to your opponent AND +1 to yourself. That's like two stone rains in one. 1RR is probably too cheap.

Agreed - while LD may not win a Limited match (or even a format on the level of the soon-to-be-neutered Type 2), land stealing sure will. On turn 3. Compare this to (say) Conquer - this isn't an enchantment (so enchantment destruction doesn't work, only countermagic), this is 2 mana cheaper (which is a BIG problem), and you can't choose the permanent. The last one makes it a lot weaker, but not that much weaker. This has to be at least 4.
