I basically wanted to create a more playable card-drawing creature than Thieving Magpie.

The magpie is plenty playable. This drawback is also not very "blue".

What other drawbacks would you have in mind?  Maybe reduction in hand size?  I can't think of to many blue drawback creatures other than strange ones like remove a counter during upkeep or hand-size reduction.

Well the hand size reduction would be interesting with the card draw.  Other drawbacks you could look into are upkeep costs (been a while since we've seen one of these, yes?) and allowing your opponent to draw a card instead of you discarding a card.

I changed it because you can mill your opponent infinitely with a 0 costed-ability. Sad

I don't know about this guy - he's either very, very good, primarily when your opponent can't exploit the drawback, or he's very, very bad, when they can. That almost makes this guy a colour hoser against blue, white and green, because on turn 2 most decks of those colours would have no defense against this guy, while red and black would say 'thank you for the card' and move on. I guess what I'm saying is that he's a little white-and-black, as he's either amazing or a liability.

Actually green can always just toss pump spells at him and explit him that way, and white has the occasional damage-redirection effect (Zhalfirin Crusader) that would totally trump this guy, plus the occasional Healing Salve. You could honestly argue that white and green can MORE readily exploit the drawback than red or black, since their targeted effects won't kill it, leaving it around for further abuse. I think targeted effects are common enough that this is fine.

The ability is fine right now. You need a huge drawback if you want a 2 mana evasive phid.

Oh, and the hottest card to use against this guy? Obviously 8 1/2 Tails.
