Two of the big themes of white that I've heard discussed time and time again are rules-making and taxation. Here's a strong example of what the taxation effect can do. On a side note, it occurs to me that one of the reasons why it may be so hard to make cards for white is that rules-making and taxation feel like rare effects to me, which leaves the weaker life-gain, damage prevention, comat tricks, etc. for the common and uncommon registers. We may try to find ways to create little rules and engage in small taxation to yield some uncommon and common level white effects.
