Raid the Graveyard - BB
Instant
Return up to two target creature cards from your graveyard to your hand.
Doubleup: 2

Pretty straight forward; the worry is that it's strictly inferior to the XBB we have now, so I'm trying to cost it aggressively.

Current Wording:
Raid the Graveyard - 1B
Sorcery
Return target creature card from your graveyard to your hand.
Cascade: 2

This is too good for Limited. While I know we don't pay much attention to that here, it's still worth noting...

1BB would be pushing it as well, but perhaps a life payment could make it viable...

Why does this get back creatures in increments of two? Also, why the double black casting cost?

This could easily be:
Raise DoubleDead
B
Sorcery
(get back 1 guy)

There's the XBB Raise Dead (at instant speed) that was in Saviors and I was trying to distance myself from that, but I like your casting cost Orlove.  Changed.
The only thing is:
XBB versus B+2X
XBB goes: 1BB, 2BB, 3BB, 4BB
B+2X goes: B, 2B, 4B, 6B

Okay, so it's not as lopsided as I thought.

Could we make the Doubleup cost 1B and have it be an instant? That's not too significant a power level change.

Instant speed is really what makes the card playable. At sorcery speed nearly no one would run this card except for a late game situation. Instant gives at least some form of temp boost in that your opponent doesn't get to respond.

This is already much better than that 4B double-raise dead cantrip from Apocalypse, which was a huge limited bomb. I think it should cost {1}{B}/{2}

This got orphaned a year ago.  Wow.  I don't think we ever added a Cascade raise dead, and this looks a lot safer once changed to 1B/2 in comparison to Grim Harvest.
