Ideal card looks like this:
Cardname
U
Instant
Return target tapped permanent to its owner's hand.
But being able too target lands makes this a bit strong. Then I thought about upping the cc and making it cantrip since Id rather not have to go the non-land route.
Cardname
2U
Instant
Return target tapped permanent to its owner's hand.
Draw a card.
I still like the original better and am uncertain of the power level. Thoughts?

The 2nd option is definitely fine as it copies another card that bounces creatures (Repulse). The first though? UU bounces anything (Boomerang). 1U bounces anything but with a draw back (Chain of Vapor). So U for a very narrow group of possible targets? I think that's ok.

Actually, Chain costs U, but can't hit lands. Both of these are definitely too strong, especially on the play, and only because they can bounce lands.

As I said before I like the non-cantrip too so that's what it will be (the cantrip has grown on me a bit though). Now I need a name, how about "AEther Exhaustion"?
EDIT: "AEther Strain"?
