Do you mean whenever you play a Rat spell, or whenever a Rat comes into play? As worded I think this only triggers off Aether Vial and Elvish Piper and the like and I'm SURE that's not what you want.
Also, -1/-1 counters are kind of a no-no, because they're confusing when cards also have +1/+1 counters. Maybe it should be -1/-1 until of end of turn (this would still be quite strong).

Maybe it should be -1/-1 until of end of turn (this would still be quite strong).
If you did this, I could easily see it being pack 2 instead of three. |
